This book is an exposition of the troublesome verses in Hebrews 6:4-6:

"For in the case of those who have once been enlightened and have tasted of the heavenly gift and have been made partakers of the Holy Spirit, and have tasted the good word of God and the powers of the age to come, and then have fallen away, it is impossible to renew them again to repentance, since they again crucify to themselves the Son of God and put Him to open shame."

Owen summarizes his views on this passage by listing three great truths about this text:

"It is a great mercy, a great privilege to be enlightened with the doctrine of the gospel and to have its truths impressed on our minds by the inward work of the Holy Spirit. [2]The great mercy and privilege may be lost by the of neglect, which will serve only to increase the sinfulness and condemnation of those who were once made partakers of this privilege. [3]Where there is a total neglect of this great privilege, with no attempt to grow in the knowledge of the gospel, the condition of such persons is very dangerous, and could lead to final apostasy, from which they will find it impossible to repent.

"Now in order to understand and grasp the spiritual truths of the gospel , the mind itself needs to be ‘illuminated.’ The knowledge of the gospel expels that darkness, ignorance, and confusion with which the natural mind is filled. … Of this light and knowledge, there are several degrees, depending on how they are taught, the capacity to receive what is taught, and the effort they put into learning and remembering what they have been taught. But only by the doctrines of the gospel can the mind be illuminated and freed from darkness and ignorance (2 Peter 1:19-21).
This is the first and great privilege which the people in our text had. They are those who were illuminated by the instruction they had received in the doctrines of the gospel and the impression of this instruction made on their minds by the Holy Spirit. This is a work common to believers and unbelievers alike.”

So, one supposes Owen would say it is not a salvifically internal work, but internal nonetheless.
